Expresses the sense of the Congress that: (1) the U.S. Ambassador to the United Nations should seek a vote on a resolution condemning the June 1985 kidnapping of U.S. citizens by Lebanese Shiite Moslems; and (2) the United States should reduce or eliminate foreign assistance to those countries that vote against such condemnation.
