Expresses the sense of the Congress that there should be established a: (1) Washington Metropolitan Area Drug Authority which would have as its jurisdiction Washington, D.C. as well as neighboring areas of Maryland and Virginia; and (2) unified intelligence division under the Federal Drug Enforcement Agency.
