Deplores the production and deployment of Soviet offensive land-based nuclear weapons as constituting a threat to world peace. Expresses the sense of the Congress that the United States should base its deterrence posture upon both an effective retaliatory capability and a strategic defense capability.
Urges the President to pursue research and development programs that give the United States the capability to produce and deploy systems that enhance U.S. retaliatory and defensive capabilities, including the deployment of a ballistic missile defense system.
