A concurrent resolution expressing the sense of the Congress that the President should withdraw the determination that the Government of Haiti is making progress toward improving the human rights situation in Haiti and progress toward implementing political reforms which are essential to the development of democracy in Haiti, such as progress toward the establishment of political parties, free elections, and freedom of the press.
