Expresses the sense of the Senate that the President should invite negotiations with the Soviet Union on limiting antisatellite weapons. Urges that the negotiations restrict the deployment of hazardous objects and materials.

Declares that the President should not agree to any provision that would restrict development and operation of the Space Shuttle or impede legitimate activities permitted under the SALT I ABM Treaty.
