Expresses the sense of the Senate that the Office of Management and Budget should: (1) withdraw its proposed revisions to Circular A-122 that would prohibit Federal reimbursement of Government contractors and grantees for the cost of lobbying and related activities; and (2) refrain from promulgating any rule that would have a similar effect.
