Declares that it is the sense of the Senate that a National Commission on Federal Spending Reform be established to study the growth in Federal spending and report to the Congress after January 1, 1985. Requires such report to include those steps Congress might consider for the purpose of reforming Federal spending programs and curbing their growth.
