Expresses the sense of the Senate that the President shall reorganize the Children's Bureau and provide such administrative powers as are necessary for it to: (1) gather extensive data on the status of children (and child health) and on the impact of Federal programs on that status; and (2) prepare and submit to the Congress an annual report on the status of children.
