A resolution condemning the governments of the Soviet Union, Afghanistan, Vietnam, and Laos for using, or condoning the use of, chemical and toxin weapons and expressing the sense of the Senate with respect to the pursuance of a policy for a comprehensive and effectively verifiable ban on chemical weapons, and for other purposes.

Condemns the Soviet Union and its allies for using chemical and toxin weapons.

Declares the Senate's support for: (1) the United Nations efforts to investigate activities that may constitute a violation of the Geneva Protocol of 1925; (2) the recommendation of the United Nations General Assembly that the parties to the Biological and Toxin Weapons Convention of 1972 hold a conference to strengthen such treaty's compliance procedures; and (3) the President to negotiate a comprehensive and verifiable multilateral treaty which bans the development and production of chemical weapons.
