Condemns the Soviet Union and its allies for using chemical and toxin weapons.
Declares the Senate's support for: (1) the United Nations efforts to investigate activities that may constitute a violation of the Geneva Protocol of 1925; (2) the recommendation of the United Nations General Assembly that the parties to the Biological and Toxin Weapons Convention of 1972 hold a conference to strengthen such treaty's compliance procedures; and (3) the President to negotiate a comprehensive and verifiable multilateral treaty which bans the development and production of chemical weapons.
