Authorizes and requests the President to designate April 24 through April 30, 1983, as National Organ Donation Awareness Week.
Directs the Secretary of Commerce to authorize the North Carolina School of the Arts in Winston Salem, North Carolina, to lease the Stevens Center for the Performing Arts building. Provides that if such transfer documents provide for the operation of such facility as a performing arts center, then Federal assistance provided under the Public Works and Economic Development Act of 1965 will not be affected.
