Authorizes the Kahlil Gibran Centennial Foundation of Washington, District of Columbia, to erect a memorial on public ground in the District of Columbia in commemoration of the Lebanese-American poet and artist, Kahil Gibran. Provides that the memorial shall be in the form of a sculptured monument and shall be designated the Kahlil Gibran Memorial.
Directs the Secretary of the Interior, with the approval of the National Commission of Fine Arts and the National Capital Planning Commission, to select a site on public grounds for such memorial. Subjects the design and any plans for the memorial to the approval of the Secretary, the National Commission of Fine Arts, and the National Capital Planning Commission.
Prohibits the United States or the District of Columbia from expending any money for the establishment of the memorial.
Provides that the authority of this resolution shall lapse unless: (1) construction is commenced within five years from the enactment of this resolution; and (2) prior to the commencement of construction, the Secretary determines that sufficient funds are available for the completion of the memorial.
Makes the maintenance and care of the monument the responsibility of the Secretary of the Interior.
