States that on October 25, 1983, the U.S. armed forces were introduced into "hostilities" for purposes of the War Powers Resolution.
Requires the President, no later than October 27, 1983, to submit a report to the Speaker of the House and the President pro tempore of the Senate which states the: (1) circumstances necessitating the use of U.S. armed forces in Grenada; (2) constitutional and legislative authority for such action; and (3) estimated scope and duration of the involvement of U.S. forces there. Specifies other matters which should be included in such report.
Requires the President, within 60 days after such report is submitted to Congress, to terminate the use of U.S. forces in Grenada unless Congress has: (1) declared war or has enacted authorization for such use of U.S. forces; or (2) extended by law the 60 day period.
