Expresses the sense of Congress that: (1) the restoration of democracy and human rights in the Philippines would be the most fitting memorial to Benigno Aquino and urges the United States to support Filipinos who share his commitment to peaceful change; and (2) the President should not visit the Philippines until there has been an accounting of the Aquino assassination and until his security can be guaranteed.
