Expresses Congress' support for the President's proposal to substantially reduce the levels of both U.S. and Soviet nuclear forces and urges deep reductions in nuclear weapons that are the most destabilizing.
Expresses the sense of the Congress that the President should propose to the Soviet Union: (1) a mutual and verifiable freeze of nuclear forces at reduced levels (considering developments in nonnuclear military technology and with provisions for renewal and periodic interim reviews); and (2) measures to reduce the danger of nuclear war by accident or miscalculation and the proliferation of nuclear weapons and use by third parties.
