Expresses the sense of the Congress that: (1) the Republic of South Africa should comply with international human rights agreements by ending its "blackspot" policy and by allowing forcibly relocated South Africans to remain on or return to their legally acquired lands; (2) U.S. nonrecognition of South African "homeland" sovereignty should continue; (3) travel to the United States should be denied to "homeland" officials who seek to enter this country under "homelands" visas; and (4) the President should send a copy of this resolution to the Republic of South Africa.
