Expresses the sense of the Congress that: (1) restoration of a stable monetary system is necessary to assure economic growth and to maintain a liberal international economic system; (2) the Secretary of the Treasury should renew his call for an international conference on the monetary system; (3) the International Monetary Fund should make use of its current assets and revise the conditions placed on its loans; and (4) additional financial resources should be made available through bilateral arrangements.
