Expresses the sense of the Congress that the President should: (1) renew the agreement between the United States and the Soviet Union on space cooperation for peaceful purposes; (2) initiate talks with the Soviet Union and other interested governments on opportunities for cooperative East-West space ventures as an alternative to an arms race in space; and (3) submit to the Congress a report detailing the steps taken in pursuance of these goals.
