Expresses the sense of the Congress that, in accordance with the Final Act of the Conference on Security and Cooperation in Europe (Final Act) and other specified human rights agreements, the Soviet Union should provide the U.S. Government with information on the whereabouts, health, and legal status of Andrei Sakharov and Yelena Bonner. Urges the Soviet Union to void all charges against Yelena Bonner, issue her an exit visa in order to obtain medical care outside of the Soviet Union, and allow them to live in the country of their choice.
Urges the President to: (1) protest the Soviet Union's continued refusal to provide such information and to issue Yelena Bonner an exit visa; and (2) call upon all other signatory nations of the Final Act to join in such protests.
