Expresses the sense of the Congress that the Federal Government take immediate steps to support funding for a national storm-scale operational and research meteorological (STORM) program under the leadership of the National Oceanic and Atmospheric Administration of the Department of Commerce, with the cooperation of other interested and appropriate departments and agencies.
Sets forth certain times the President should submit to Congress proposed activities of the program, including budgetary requirements, progress reports, and a statement of activities.
