A bill to authorize the Secretary of Agriculture to establish a special cropland conservation program for erosion-prone cropland whereby the Secretary of Agriculture will assist the owners and operators of such land to make an orderly change in their cropping and land use systems and to implement the conservation treatment needed to conserve the soil and water resources of the cropland.
Special Cropland Conservation Act - Authorizes a special soil and water conservation program (payments to be made to participants in cash or in kind) on erosion-prone land.
Requires the Secretary of Agriculture to publish implementing regulations in the Federal Register within 60 days.
