Emergency Farm Credit Assistance Act of 1983 - Requires the Secretary of Agriculture to guarantee or insure $600,000,000 in economic emergency loans for FY 1983.
Directs the Secretary to grant a two-year moratorium on Farmers Home Administration loan collections and foreclosures for qualifying borrowers.
