A bill to authorize appropriations for studies under the National Flood Insurance Act of 1968 for the fiscal years 1984 and 1985, to extend the authorization for flood insurance, and for other purposes.

Amends the National Flood Insurance Act of 1968 to authorize appropriations for FY 1984 and 1985 for studies. Authorizes new flood control contracts until September 30, 1985. Authorizes the emergency implementation of flood insurance programs until September 30, 1985. Authorizes the Director of the Federal Emergency Management Agency to: (1) establish flood-risk zones in certain areas; and (2) make estimates of flood-related losses for such zones by September 30, 1987.

Amends the National Housing Act to extend the National Insurance Development Program, providing crime and riot insurance, until September 30, 1983. Makes certain technical amendments to the National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973 to reflect the transfer of certain functions of the Secretary of Housing and Urban Development to the Director of the Federal Emergency Management Agency.
