Directs the President to impose the following sanctions on countries that fail to take adequate measures to prevent the export to the United States of opium or its illicit derivatives: (1) suspension of U.S. assistance; and (2) prohibition of U.S. exports to and imports from such countries.
Exempts food and medicine from such prohibition and suspension.
Directs the President to report to Congress annually on the countries that fail to take such measures.
