A bill to prohibit all United States economic and military assistance and exports (except food and medicine) to, and all imports from, any country whose government has failed to take adequate measures to prevent opium and its illicit derivatives from being produced or refined for export to the United States.

Directs the President to impose the following sanctions on countries that fail to take adequate measures to prevent the export to the United States of opium or its illicit derivatives: (1) suspension of U.S. assistance; and (2) prohibition of U.S. exports to and imports from such countries.

Exempts food and medicine from such prohibition and suspension.

Directs the President to report to Congress annually on the countries that fail to take such measures.
