Declares congressional policy with respect to the marketing and sale of passenger air transportation.
Directs the Civil Aeronautics Board to issue an order in Docket 36595 to modify Order 82-12-85, as follows: (1) restore approval to specified provisions of the conference agreements of the Air Traffic Conference of America for domestic services and the International Air Transport Association for international services; (2) restore approval beyond 1984 to the conference rules known as the 20 percent rule and the self-dealing rule; and (3) restore antitrust immunity to the approved agreements on an indefinite basis.
