Payment-in-Kind Amendments Act of 1983 - Modifies the payment-in-kind program to increase payments to qualifying double-cropping farmers and base quantity adjustments used to compensate quality variations on current year projected prices. Defines "double-cropping" as harvesting two crops from the same acreage during different seasons of the same year.
Requires the Secretary of Agriculture to review such price projections and reimburse farmers when they exceed actual prices.
