Amends Federal Rules of Civil Procedure to direct the court to permit oral examination of prospective jurors by the parties (currently, a district court has discretion to grant or deny such permission).
Authorizes the court to exercise its discretion when imposing limitations upon such examination.
Directs that upon request parties be granted at least 30 minutes for such examinations. Grants additional time under specified circumstances.
