Directs the Federal Energy Regulatory Commission (the Commission) to waive charges required under the Federal Power Act for the use of any Federal interests lying within the boundary of the South Carolina Public Service Authority's Santee-Cooper hydroelectric project.
Conditions such waiver upon: (1) the conveyance of such interests by the United States directly to the licensee for such project; and (2) Commission notification that the United States has received fair market value for such conveyance.
