A bill to authorize the U.S. Army Corps of Engineers to provide assistance to local communities, and for other purposes.
Small Communities Water Resources Assistance Act of 1983 - Directs the Secretary of the Army, through the Chief of Engineers, to undertake a research program and to assist communities in controlling river ice. Authorizes the Secretary to acquire and loan ice control equipment to local governments.
Directs the Secretary to survey the potential of and provide technical assistance for rehabilitating former industrial sites and millraces for use in developing hydroelectric facilities, at the request of local officials.
Directs the Secretary to provide technical assistance to any person or agency in controlling streambank erosion. Authorizes the Secretary to provide interest-free loans to groups, agencies, or individuals to control such erosion.
Authorizes appropriations to carry out the provisions of this Act.
Modifies the Waterbury Dam project, Vermont, to require the Secretary to undertake any major rehabilitation of such project.
