A bill to provide surplus commodities to farmers who lost grain stored in certain insolvent warehouses.
Grain Storage Compensation Act of 1983 - Permits farmers who have suffered a loss as a result of a grain warehouse insolvency (from December 1, 1979 through the date of enactment of this Act) to receive surplus commodities as compensation.
Requires the Secretary of Agriculture to publish notice of this program in the Federal Register within 60 days.
Requires a farmer to provide evidence of loss before such compensation may be given.
Authorizes appropriations.
