Public Investment Taxable Bond Option Act of 1983 - Amends the Internal Revenue Code to provide State and local governments with the option of issuing taxable bonds to fund public investments. Authorizes the Secretary of the Treasury to pay a specified percentage of interest yield on such taxable issues. Absolves the Federal Government from liability for payment of the principal of any taxable bond.
Authorizes appropriations.
