Prohibits the delivery by mail of: (1) drug abuse oriented advertisements; or (2) imitation controlled substances shipped in response to such advertisements.
Provides an exemption from such prohibition with respect to such a substance: (1) used under the Federal Food, Drug, and Cosmetic Act for research or as a placebo in the professional practice of a registered practitioner; or (2) mailed in connection with an application for approval under such Act.
