Authorizes and directs the Secretary of the Army, acting through the Corps of Engineers, to design and construct a specified erosion control project on Tangier Island, Virginia. Requires such project to be carried out on an emergency basis.
States that no study or requirement of law applies to this project, except that local interests: (1) provide the necessary land rights to the United States without cost; (2) agree to operate and maintain the structures after construction; and (3) agree to hold the United States free from damages due to the construction works.
