Requires the Administrator of Veterans Affairs to consider the current and projected number of veterans residing in each State when deciding where medical facilities should be constructed or acquired.
Directs the Chief Medical Director at the end of each fiscal year to determine the current and projected number of veterans residing in each State. Requires the Director to report such information to the appropriate congressional committees and to consider it when making recommendations for the apportionment of funds.
