Amends the Wild and Scenic Rivers Act to designate a segment of the Illinois River and three segments of the Owyhee River, both in Oregon, as components of the National Wild and Scenic Rivers System.
Provides for a study of a segment of the North Umpqua River, in Oregon, to determine whether or not it should be designated as a part of the wild and scenic rivers system. Directs the Secretary of Agriculture to provide that management practices for Steamboat Creek (a tributary to the North Umpqua River) conserve, protect, and enhance its anadromous fish habitat and population.
