Amends the Elementary and Secondary Education Act of 1965 (ESEA) to reestablish the Emergency School Aid Act as title VI of ESEA.
Makes the emergency school aid program a categorical grant program to assist public school desegregation.
Authorizes appropriations for the emergency school aid program for FY 1984 through 1987.
Amends the Education Consolidation and Improvement Act of 1981 to delete references to the emergency school aid program under the block grant provisions of such Act.
