A bill to require the Secretary of Agriculture under certain conditions to establish a temporary program to reduce the effective interest rates paid by farmers and ranchers on agricultural operating loans made by legally organized lending institutions, and for other purposes.
Temporary Agricultural Interest Rate Reduction Act of 1984 - Directs the Secretary of Agriculture to establish a one-year program of agricultural operating loan interest rate reductions if interest rates are ten percent or more as of March 1, 1985.
Requires participants to repay any assistance provided under this Act.
