Authorizes the Secretary of the Treasury to impose a limit on the amount of certain copper articles provided for in the Tariff Schedules of the United States that may be entered into the United States during any year within the five year period beginning on the date of enactment of this Act. Sets forth a formula for determining the amount of copper that may be entered into the United States for such period.
