Authorizes the Special Counsel of the Merit Systems Protection Board to appear as a counsel on behalf of any party in a civil action brought in connection with any function of the Special Counsel and to initiate and prosecute on behalf of any party in any such case an appeal of the decision of any administrative tribunal, U.S. district court, or the U.S. Claims Court.
Authorizes any person aggrieved by a prohibited personnel practice to intervene in any administrative or judicial action brought by the Special Counsel under this Act. Entitles any such party appealing an administrative decision to have the facts subject to trial de novo by the reviewing court.
