A bill to assure greater competition for construction contracts to be let by the U.S. Army Corps of Engineers.

Expresses the policy of Congress to direct the Secretary of the Army, acting through the Chief of Engineers, to prepare proposals for the construction of civil works projects in a manner that assures that no potential bidder is excluded from bidding on the contract due to the size of the bidder.
