A bill to amend title 23, United States Code, to direct the Secretary of Transportation to withhold a percentage of the apportionment of certain Federal-aid highway funds to be made to any State which does not establish a minimum drinking age of twenty-one years.
Uniform Minimum Drinking Age Act of 1984 - Directs the Secretary of Transportation to withhold five percent in FY 1987, and ten percent in FY 1988, of certain Federal-aid highway funds from States in which the minimum drinking age is less than 21 years.
