Amends the Federal criminal code to prohibit any Federal official or employee while acting within his or her official capacity from intercepting a wire or oral communication. Establishes exceptions if: (1) all parties to the communication have given prior consent; (2) the interception is pursuant to a law enforcement, security, or intelligence investigation or pursuant to regulations or guidelines approved by the Attorney General; or (3) the communication constitutes a tortious or criminal act.
