A bill to authorize appropriations for the purpose of carrying out the activities of the Department of Justice for fiscal year 1985 and for other purposes.
Department of Justice Appropriation Authorization Act, Fiscal Year 1985 - Authorizes appropriations for FY 1985 to the Department of Justice for: (1) general administration; (2) the United States Parole Commission; (3) general legal activities; (4) the Foreign Claims Settlement Commission; (5) the Antitrust Division; (6) United States attorneys, marshals, and trustees; (7) support of U.S. prisoners in non-Federal institutions; (8) fees and expenses of witnesses; (9) the Community Relations Service; (10) Organized Crime Drug Enforcement; (11) the Federal Bureau of Investigation (FBI); (12) the Drug Enforcement Administration (DEA); (13) the Immigration and Naturalization Service (INS); and (14) the Federal Prison System.
Authorizes appropriations for: (1) certain benefits under the Foreign Services Act of 1980 in accordance with regulations issued by the Attorney General; (2) per diem allowances and transportation expenses for law enforcement employees and their immediate families in connection with temporary living quarters; (3) payment to alien interpreters; (4) antiterrorism training for dependents of Department of Justice personnel; (5) expenses incurred while attending meetings; (6) salaries for the employment of experts or consultants; (7) official receptions; (8) travel advances for special agents engaged in undercover activities; and (9) increases in salary, pay, retirement, or other employee benefits.
Provides guidelines with respect to undercover investigative operations of the FBI and the prosecution of crimes against the United States and for the collection of foreign intelligence or counterintelligence. Permits establishment of corporations or business entities as part of an undercover operation.
Provides discretionary authority to the DEA to make awards for information from the money realized from the forfeiture of assets seized by it under any provision of the Controlled Substances Act.
Directs the Attorney General to perform periodic evaluations of the overall efficiency and effectiveness of the Department of Justice and to submit other reports to Congress.
Authorizes the Department of Justice to accept gifts of property and to deposit money and proceeds of sales of such property into a separate fund in the Treasury. Imposes limitations.
Authorizes the Commissioner of the Immigration and Naturalization Service to accept certain voluntary services.
Authorizes the Attorney General to pay for the expenses necessary to host the meeting of the General Assembly of Interpol and to sponsor Interpol conferences on international crime.
Requires notification of certain congressional committees before any funds are reprogramed.
Allows funds for the assistance of Cuban and Haitian entrants.
Prohibits the use of funds for the purpose of overturning the per se prohibition of resale price maintenance in effect under the Federal antitrust laws.
Requires the Attorney General to report to Congress in any case where a policy is established of refraining from enforcing or defending or of contesting any Federal law on constitutional grounds.
Prohibits the use of funds to transfer any attorney position from the Antitrust Division of the Department of Justice to any office of any United States attorney, or to pay the salary of anyone holding a position so transferred, unless otherwise provided by statute.
Provides for general authorizations for the Department of Justice, including U.S. attorneys and marshals, the FBI, DEA, INS Bureau of Prisons, and support for U.S. prisoners in non-Federal prisons.
Requires the Attorney General to provide administrative support and services to the Foreign Claims Settlement Commission.
