Authorizes any U.S. citizen to bring an action in the U.S. District Court for the District of Columbia to determine the constitutionality of specified restrictions on the amount of honoraria which Members of Congress may accept in a calendar year.
Grants such court jurisdiction of all civil actions regarding the constitutionality of such law. Requires that such actions be heard by a three-judge court and that any appeal be taken directly to the Supreme Court of the United States.
Directs the Supreme Court and the district court to expedite such actions.
