A bill to provide that the costs of certain investigation activities by the Bureau of Reclamation shall be reimbursable.

Amends Federal law to permit the costs of an advance planning study of a proposed project by the Bureau of Reclamation to be considered reimbursable construction costs and included in the allocation of construction costs to the proposed project's beneficiaries.
