Increases from one-half of one percent to one percent of the total loan amount the fee a veteran must pay when obtaining a veterans' housing loan, loan guarantee, or loan insurance.

Requires that such fees be deposited in the Veterans Administration Loan Guaranty Revolving Fund.

Makes such increase effective for loans closed 14 days or more after enactment.
