Amends the National Environmental Policy Act to require an environmental impact statement from the agency which approves the transportation of radioactive waste materials by highway routing through a standard metropolitan area.
Amends the Hazardous Materials Transportation Act to direct the Secretary of Transportation to issue new regulations on routing requirements after filing and considering an environmental impact statement and making an environmental and safety assessment of alternative routes for shipment of such materials.
