A bill to authorize the Smithsonian Institution to plan and construct facilities for certain science activities of the Institution, and for other purposes.

Authorizes the Board of Regents of the Smithsonian Institution to plan and construct facilities for the National Air and Space Museum, the Smithsonian Environmental Research Center, the Smithsonian Tropical Research Institute, and the Smithsonian Astrophysical Observatory.

Authorizes the Administrator of General Services, after consultation with the Administrator of Federal Aviation, to transfer to the Smithsonian Institution, without reimbursement, land at Dulles International Airport for expansion of the National Air and Space Museum.

Authorizes appropriations.
