Amends the Export Administration Act of 1979 to require an export license for the export in bulk by tanker of fresh water removed from the navigable waters of the United States. Authorizes the Secretary of Commerce, in consultation with the Secretary of Transportation, to issue regulations providing for such export licenses. Provides for granting such licenses only if the affected States and local governments concur in the granting of the license and receive reimbursement for the exported water.
Permits administrative and judicial review of such export license requirements.
