Amends the Federal criminal code to establish penalties for engaging in conduct with the intent to execute a scheme or artifice to defraud or obtain property of another by false or fraudulent pretense, representation, or promise, where such scheme or artifice: (1) affects interstate commerce; and (2) involves obtaining insurance proceeds of $100,000 or more by arson.
