Establishes the Commission on Merchant Marine and Defense to study the capability of: (1) the United States shipbuilding defense mobilization base to support both naval and commercial ship construction and repair in the event of war or national emergency; and (2) the United States merchant marine to meet the need for such transportation.
Directs the Commission to submit to the President and Congress within nine months after enactment of this Act a report on its findings and conclusions, and its recommendations for legislative action, action by the executive branch, and action by the private sector to foster and maintain a U.S. merchant marine capable of meeting national security requirements.
Terminates the Commission 90 days after it submits its report. Authorizes appropriations.
